Title: Inhouse Software Developers

Volume of Work: 2 Years Contract
Description: We are UK based looking to outsource our requirement of Software Development Service. We are looking for Software Developers for in house software development projects. The duration of the contract is 2 years.
Scope:
1. Capable and experienced web application developers with a track record of delivery on time and to a high standard.
2. We require appropriately skilled, capable and experienced windows desktop application developers with a track record of delivery on time and to a high standard.
3. The developers should be available for pieces of work ranging from one or two days to two or three months.
4. Developers should be available at short notice, occasionally within 5 days.
5. There is an expectation that developers will have the necessary skills to be productive from early on in the engagement
6.On occasion we require senior Subject Matter Experts in one of the essential or desirable skill areas on-site for one or two days to help the developers tackle specific problems.
7. We prefer a supplier who can show evidence that if we build business and system knowledge in a particular developer we can reasonably expect that we could re-use that same person on similar subsequent projects. If the same resource cannot be used we would expect the supplier to undertake the required transfer of knowledge at their own cost.
8. We are looking to build a long term relationship with our suppliers.
9. Any staff undertaking work of more than one or two day durations will require Counter Terrorist Check (CTC) security clearance.
10. There is an expectation that the supplier will ensure the continuity of service by making appropriate arrangements/substitutions if and when a developer is unavailable, for example because of illness.
11. The supplier shall provide a replacement resource if we deem the developer provided is not up to the required standard.
12. Staff will be located on-site on the estate and this is likely to be based at 4 or 7 Millbank, SW1A.
13. Staff may be required to visit other sites on the Parliamentary estate or other locations in the vicinity in order to undertake their work.
14. We will not pay expenses for example for travel, accommodation or sustenance.
15. The framework will be in place for a period of 24 months.
16. At the end of the initial 24 month period we will retain an option to extend the framework for a further 12 months. At the end of the first extension period we will retain an option to extend the framework for a further, final 12 months.
This is an on and on site tender. The estimated tender value is 4,20,000 GBP. Interested service providers are requested to contact no later than May, 10, 2010, 11:00 AM by courier, post or email.
