Description: We are US based looking to outsource our requirement of Software Development Service. We are looking for implementation of Medical Dictation Software. The duration of the contract is 18 months from June 2010 to November, 2011.

Scope:
1. Provide access to the Winscribe digital dictation system. Our Health Information Management Department (HIMD) currently uses the following systems: Winscribe Voice, and Winscribe Net. Our transcription services use Microsoft Word 2003 for Windows: upgrades or changes in software may occur.
2. Provide transcription user ID and software.
3. Provide unlimited dictation user ID.
4. Service Provider shall supply docking software.
5) Software for dictation using a desktop or laptop PC with headsets or microphones.
6) Dictation will be transmitted on a toll free number via Internet access to the server. The monthly service fee shall include between 1,000 and 10,000 (or more) minutes of dictation per month. Unused minutes shall be banked for later use as credit against excess usage.
7. Provide management console access.
8. Voice files shall be saved nightly to a SAN (storage area network) and will be redundantly backed-up onto an additional computer system, which shall be provided by the Service Provider.
9. Provide unlimited capacity for non-transcribed voice files.
10. Provide an open-ended architecture.
11. Provide 10 licenses & 2 supervisor licenses and unlimited dictation users.
12. Provide training, upgrades, maintenance and service at no cost.
13. Provide a system which can provide production, administrative and management reports. The system shall be able to back up on another computer system. System up time shall be 99.9%. Back up shall be provided, if system is down for more than 4 hours.
14. Access to the voice files shall be by remote dial-in access via compatible telephonic equipment for the Winscribe system. Winscribe Voice files are accessed through secure logins at WinScribe, via HTTPS 128-bit SSL. The system shall accommodate digital voice files from telephones and handheld devices. Service Provider shall provide voice file archives.
15. Winscribe program licenses are the responsibility of the Service Provider.
16. All voice files used shall be encrypted both ways. Service Provider shall assure that handling of our material meets all requirements of confidentiality by the Department of Health Services licensure (Title 22) the Joint Commission on Accreditation of Hospital Regulation, HIPAA Privacy and Security Rule, and Standards set forth by our HIMD.
